DEBER\u00c1N COORDINARSE ENTRE EMPRESAS DE TRANSPORTE Y AUTORIDADES TERRITORIALES<\/strong><\/p>\n<\/div><div class=\"fusion-text fusion-text-2\"><p><strong>Bogot\u00e1, Mayo 18 de 2020.<\/strong><\/p>\n<ul>\n<li>Con la expedici\u00f3n de la Circular 006 de 2020, la Superintendencia de Transporte pretende resolver algunos problemas presentados durante el aislamiento preventivo obligatorio, debido a que en algunas jurisdicciones se han tomado decisiones unilaterales para no permitir ingresar veh\u00edculos de servicio p\u00fablico.\u00a0\u00a0<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Lo anterior gener\u00f3 inconvenientes para para los transportadores y para los usuarios del servicio p\u00fablico que se encuentran en las excepciones al aislamiento preventivo obligatorio, puesto que despu\u00e9s de haber pagado el tiquete y haber viajado, quedaron en el l\u00edmite del municipio o departamento sin poder ingresar.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>El esquema adoptado por la Supertransporte requiere a las empresas de servicio p\u00fablico de transporte terrestre automotor de pasajeros por carretera y de transporte especial, que coordinen con las autoridades departamentales y municipales antes de iniciar su desplazamiento.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>Asimismo, requiere a las autoridades departamentales y municipales para que (i) atiendan efectivamente las solicitudes de las empresas habilitadas para realizar la correspondiente coordinaci\u00f3n de despachos, y (ii) controlen el transporte informal e ilegal.<\/li>\n<\/ul>\n<p><strong>\u00a0<\/strong><strong>(@Supertransporte).<\/strong> Debido a que en las \u00faltimas semanas de aislamiento preventivo se han presentado casos espec\u00edficos en algunas jurisdicciones, en las cuales no se ha permitido ingresar veh\u00edculos de servicio p\u00fablico, la Superintendencia de Transporte, previa coordinaci\u00f3n con otras autoridades y socializaci\u00f3n con el p\u00fablico, expidi\u00f3 la Circular 006 de 2020 con el prop\u00f3sito de evitar inconvenientes a los transportadores y los usuarios que se encuentran exceptuados para viajar en \u00e9poca del aislamiento.<\/p>\n<p>La Circular requiere a las empresas de servicio p\u00fablico de transporte terrestre automotor de pasajeros por carretera, as\u00ed como a las empresas de transporte especial, coordinar con las autoridades del lugar de destino antes de iniciar el respectivo desplazamiento: (i) si los veh\u00edculos podr\u00e1n ingresar y (ii) si los pasajeros estan autorizados para descender en el sitio.<\/p>\n<p>De otra parte, las autoridades y organismos de tr\u00e1nsito deben (i) atender las solicitudes de los empresarios, con el fin de coordinar sus despachos de veh\u00edculos, y (ii) controlar el transporte ilegal e informal en su jurisdicci\u00f3n.<\/p>\n<p>Se debe tener en cuenta, que las personas que pueden movilizarse a trav\u00e9s del transporte terrestre son los exceptuados por el Decreto 636\/20, y que los empresarios deben adoptar los protocolos de bioseguridad en sus veh\u00edculos,
